Job Description

PURPOSE OF THE CLASSIFICATION: Responsible for a wide variety of specialized clerical duties in support of the municipal court including maintaining and storing legal documents, collecting court-mandated fees, ensuring documents and equipment are prepared and ready for court proceedings and providing information and assistance to the public. ESSENTIAL TASKS: Selects, orientates, trains, assigns, schedules, coaches, counsels and disciplines employees; communicates job expectations; plans, monitors, appraises, and reviews job contributions; enforces policies and procedures. Supervises office employees to ensure adherence to quality standards, deadlines, proper procedures; corrects errors or problems. Develops, improves and implements policy and court practice recommendations as needed for efficient operations of the court. Supervises, directs and reviews the preparation and all records and daily transactions of the Municipal Court. Oversees and participates in the development and administration of the Municipal Court budget; approve expenditures and implement budgetary adjustments as appropriate. Investigates and resolves complains relating to the Court's function. Supervises the development, implementation and maintenance of the Court Records System/database management and reporting functions. Compiles, types, records and files a wide variety of court records, reports and materials including citations, summons, warrants, letters, reports, and complaints. Coordinates court activities between Judges, City Attorneys, Police Department and defendants; set up dockets. Supervises and participates in assisting the public in person and by phone; participate in problem solving and research activities. Supervises the maintenance of records; maintain records for appropriate retention periods as required by law. Prepares records for payment of fees; prepares dockets. Prepares a variety of reports for City and State agencies. Issues arrest warrants; remove arrest warrants from appropriate cases; suspends and withdraws holds on driver's licenses. Processes and sends amendments for municipal court cases; subpoenas appropriate personnel for cases. Maintains paper and electronic filing systems for records, correspondence, and other material. Attends court and ensure accurate court documents. Performs payroll functions for department. Operates office equipment such as fax machines, copiers, and phone systems, and use computers for spreadsheet, word processing, database management, and other applications; learn to operate new office technologies as they are developed and implemented. Performs other work as necessary and or as assigned. Must report to work on a regular and timely basis. REPORTING RELATIONSHIPS: The Municipal Court Clerk reports directly to the City Clerk/Support Services Director. The Court Clerk supervises the Court Clerk Office Assistant II and Court Clerk Office Administrator I positions. QUALIFICATIONS: Training and Experience: High School diploma or equivalent with a Bachelor's Degree in Business, Public Administration, Criminal Justice or related field required. Four (4) years responsible experience in accounting, or municipal court administration including at least two (2) years supervisory responsibility; or an equivalent combination of related education and experience. Knowledge, Abilities, and Skills: Extensive knowledge of coordinating the organization, staffing and operational activities of clerical staff; principles of hiring, supervision, training and performance evaluations; procedures, methods and techniques of the legal process; use of correct English including spelling, grammar and punctuation; general principles and practices of accounting; and pertinent federal, state and local laws, codes and regulations. Skilled in the use of computers and preparing extensive reports. Ability to coordinate and schedule municipal court activities in an efficient manner; interpret and apply pertinent federal, state, and local laws, codes and regulations; supervise, organize, and review the work of clerical personnel; select, supervise, train and evaluate staff; interpret and explain City municipal court policies and procedures; respond to requests and inquiries from the general public; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and ability to establish and maintain cooperative working relationships with those contacted in the course of work. While performing the duties of this job, arm and hand steadiness and finger dexterity will be needed enough to use a key board and telephone. Occasional sitting and and standing is required. Occasional lifting and carrying of objects up to twenty (20) pounds. Occasional reaching, balancing, stooping, kneeling, crawling, twisting, handling and repetitive movements. Vision, speech, and hearing sufficient to perform essential tasks. Punctuality and reasonable attendance is essential. Must submit to drug screening and fitness to work physical exam. Licenses and Certificates: Possession of a valid Oklahoma Class D driver's license is required. Requires ability to obtain and maintain a Court Clerk's certification within five (5) years of hire. WORKING ENVIRONMENT: Work in this classification is primarily indoors in an office environment.
