About this Role:

The Staff Services Manager I (SSM I) Specialist assists and advises the Division Chief and Assistant Division Chief in leading complex sensitive program development, policy, and coordination relative to QHED. The SSM I Specialist will serve as Project Manager for complex projects, effectively delivering on the division's programmatic priorities, including but not limited to compliance with Final Rule requirements. The SSM I Specialist will apply subject matter expertise in strategic planning and quality improvement efforts across QHED. The incumbent will perform various duties with a high degree of sensitivity, difficulty, and responsibility requiring knowledge of cross divisional departmental operations and the need for confidential capacity. The SSM I Specialist shall identify risks, anticipate needs, and provide recommendations to inform executive leadership.

  • Proficient in Microsoft Office Suite.
  • Ability to analyze data and present ideas and information effectively, both orally and in writing.
  • Ability to develop and evaluate alternative paths of action, advise leaders, and work collaboratively with others on implementation plans.
  • Experience in developing operational or management systems and processes.
  • Able to work in collaboration with others as well as independently.

Telework Information

Currently, this position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
